My take : it boils down to choosing free services and self service systems (Skype, VoIPstunt, Gizmoproject and so on...) or a system with a service level agreement. If you are an IT - manager who values best practice, standard operating procedure and you want no overhead on the computer, I would recommend a VoIP services with an SLA...
Of course if Skype has already bypassed your firewall and is embedded in the user behaviour (they just got used to it... and don't want to leave it behind) then certainly consider putting some Skype monitoring device in the company and try to control the accounts. Good luck with that one... But at least use Skype for Business and set it up properly.
