Then again there is a simple solution to avoid this blocking, you just subscribe with a service like VOX lets mobile phone users bounce calls through Skype, or have your inbound Skype traffic routed to your cellphone number and setup a box that allows you to call your skype speed-dials via pstn. I am sure services like that will emerge.
